Payra 3600MW LNG to Power Project

North-West Power Generation Company Limited (NWPGCL) has taken initiatives to construct a 3600 MW LNG based power plant adjacent to existing 1320 MW Ultra Supercritical Coal Based Thermal Power Plant at Dhankhali Union, Kalapara Upazilla of Patuakhali District. NWPGCL has already acquired 1000 acres of land at the project site, where multiple development activities have been completed and some are ongoing – such as 1320 MW Ultra Supercritical Coal Based Payra Thermal Power Plant (Phase-I) (completed), 1320MW Ultra Supercritical Coal Based Payra Thermal Power Plant (Phase-II) (on-going), Payra 20 MW Wind Power Plant, Payra 3600 MW LNG to Power, etc.. For 3600 MW LNG to Power Project, 100 acres of land has been acquired and developed by NWPGCL within the same location. The generated energy will be evacuated by 400/132KV PGCB Sub-station through 400 kV overhead lines into the national grid. The 3600 MW LNG to Power Project will be completed in three phases, each phase comprising of approximately 1200 MW (net at site conditions of 350C, 1.013 bar, RH 98%) installed capacity. At present, Phase I is being implemented under the sole jurisdiction of NWPGCL as per the planning of GoB while the rest of the two phases (identical to Phase I) will be implemented later as per the power demand. Necessary provision will be kept at the location for ensuring the future expansion. The configuration of the power generation block will be 2:2:1 consisting of 2 Gas Turbines, 2 HRSGs and 1 Steam Turbine aggregating to a combined power output of approximately 1200 MW (net at site conditions of 350C, 1.013 bar, RH 98%)

The proposed LNG based power plant will improve the overall power infrastructure of Bangladesh to a great extent. This feasibility study will analyze and research into the techno – economic, environmental and legal areas and assess if this project will be feasible if all aspects are taken into consideration.
